Eligibility and disbursement
- Open to multiple consumer categories.
- Income restrictions: No income restriction; tribal populations (Lahaul-Spiti, Pangi, Kinnaur) get 90% off-grid solar subsidy.
- Disbursement timeline: 30–60 days post-commissioning
- Disbursement mode: DBT via HIMURJA; central enhanced CFA via HPSEBL
- Maximum capacity: 500 kW
Net metering and technical rules
- Net metering is available under this scheme.
- Net metering policy: HPERC Net Metering Regulations 2016 (amended 2022). 1 kW–500 kW. Single DISCOM: HPSEBL (all of HP). Remote areas (Lahaul-Spiti, Pangi, Kinnaur) use off-grid micro-grids.
- Gross metering policy: HPERC gross metering for >500 kW. Feed-in tariff via HPERC order.
- Hybrid policy: HP Solar + Small Hydro hybrid: abundant hydro potential combined with solar for round-the-clock RE.
- DISCOM requirements: HPSEBL: Single DISCOM for all Himachal Pradesh including Shimla city and hilly districts.
