Eligibility and disbursement
- Open to multiple consumer categories.
- Income restrictions: CFA only for residential consumers. Must NOT have previously availed central solar CFA.
- Disbursement timeline: 15–45 days post-commissioning
- Disbursement mode: DBT to beneficiary bank account via DISCOM portal
- Subsidy rate: up to 40%
- Maximum capacity: 10 kW
Net metering and technical rules
- Net metering is available under this scheme.
- Net metering policy: SERC regulations applicable per state. CEA standards 2013 for connectivity.
- Gross metering policy: For systems above 500 kW in select states with SERC gross metering orders.
- Hybrid policy: Solar + battery hybrid allowed. PLI scheme incentivises domestic panel manufacturing.
- DISCOM requirements: DISCOM must be registered on solarrooftop.gov.in; vendor must be DISCOM-empanelled.

- Scheme budget: Target: 40,000 MW (40 GW) rooftop solar by March
- CFA channelled via DISCOMs.
- Target beneficiaries: Residential consumers, institutions (schools, hospitals), government buildings. Commercial / industrial NOT eligible for CFA subsidy under this phase.
- Progress: As of April 2025: ~12–14 GW rooftop solar installed cumulatively across India. PM Surya Ghar (subset): 6,500 MW installed under post-2024 push. Gujarat, Maharashtra, Rajasthan, Karnataka lead rooftop adoption.
