Eligibility and disbursement

  • Income restrictions: No income restriction; tea garden workers (largely ST/SC) get off-grid solar priority.
  • Disbursement timeline: 30–60 days post-commissioning
  • Disbursement mode: DBT via AEDA/APDCL; state component via AEDA
  • Maximum capacity: 500 kW

Net metering and technical rules

  • Net metering is available under this scheme.
  • Net metering policy: AERC Net Metering Regulations 2018 (amended 2022). 1 kW–500 kW. Single DISCOM: APDCL (all of Assam).
  • Gross metering policy: AERC gross metering for >500 kW. PPA-based tariff for utility-scale.
  • Hybrid policy: Assam Solar + Biomass hybrid: tea garden residue (tea waste) + solar hybrid systems supported under AEDA pilot.
  • DISCOM requirements: APDCL: Single DISCOM for all Assam (except border areas served by village microgrids).
